HB 2317: Disability Plates; Permanent Placards
Stipulates that a permanent disability removable windshield placard is valid for as long as the person qualifies (instead of for five years)
Permits an authorized physician assistant to certify that a person has a permanent or temporary disability
Directs ADOT to cancel the permanent disability removable windshield placard if the holder is deceased (identified through monthly vital record database inquiries)

Persons with permanent disabilities should not have to renew a placard every five years.
However, there could be a potential risk of fraud if people who do not need the placard continue using it after holder passes away or the need expires.
